主要工作职责
- 具备以下品类的管理经验或实际操作经验:
- 资本性支出设备
- 项目采购 —— 土木工程,拥有工程采购施工管理(EPCM)经验。
- 工程与设计服务 —— 设计机构。
- 引领并协调项目采购进度,确保所有利益相关方目标一致且信息互通。
- 编制并提交详细的进度报告,着重指出关键里程碑以及任何潜在的风险或延误情况。
- 确保及时解决已升级的问题,以维持项目的时间进度和质量标准。
- 监督并跟进负责采购人员所处理的任何采购活动相关问题。
- 确保所有采购活动高效完成,且符合公司的政策和流程。
- 对所分配的品类负责,尤其重点关注土木工程领域。
- 制定并实施土木工程的采购策略,确保成本效益和质量。
- 预判潜在的采购挑战,并制定应急方案以降低风险。
- 品类策略制定:将业务目标转化为品类采购策略的定义、目标设定、风险 / 回报评估以及供应商市场风险评估,并就策略和可追踪的实施计划与业务利益相关方达成一致。
- 供应商管理与合作关系:根据品类策略,制定供应商库优化和分类方案,区分不同的供应商发展计划。
- 战略成本管理:与跨职能团队合作,设定总成本目标并制定衡量标准。跟进(衡量和审核)这些成本改善措施,制定成本节约路线图。
- 卓越采购:与多职能利益相关方合作,制定卓越采购方案,以提升采购效率 —— 包括价格和流程方面。
- 业务伙伴关系:担任区域业务利益相关方的业务伙伴,将业务需求转化为项目的采购解决方案,基于采购策略影响业务利益相关方的决策。

- 至少拥有 10 年在跨国公司从事采购工作的经验。具备管理大规模建筑项目或工业新建项目的经验。
- 具备扎实且优秀的供应商管理技能。
- 拥有构建并实施战略采购框架的成功经验。
- 具备较强的项目管理和领导能力。
- 能够适应在自我指导且情况模糊的环境中开展工作。
- 具备世界级的谈判技巧,且有挑战现状的能力。
- 具备较强的定量和定性分析能力。
- 拥有出色的人际交往和沟通能力。
- 拥有多元文化背景,以及亚洲地区或全球项目的工作经验。
