Primary Responsibilities/Essential Functions

  • Ensures compliance with current and future renewable fuels regulatory requirements, primarily the Renewable Fuel Standard (RFS) and various Low Carbon Fuel Programs (LCFS) as well as Canadian Clean Fuels Regulations (CFR).
  • Manages all aspects of Renewable Identification Number (RIN) and biofuels reporting activities in accordance with company and governmental requirements, to include quarterly/yearly US EPA RFS reporting.
  • Prepares and submits required RFS, LCFS, and CFR compliance reports.
  • Reports and maintains documentation of evolving LCFS programs and compliance requirements.
  • Coordinate internally among departments to ensure needs of crediting programs are being met. This includes tracking construction progress for new facilities, identifying and tracking process changes at existing facilities, and coordinating between departments to gather various information.
  • Performs reviews of processes, procedures, and regulatory reports to ensure alignment with regulatory requirements and guidance. Performs regulatory research. Contributes to internal team discussions and determines where regulatory changes may impact operations and financial elements. Assists with communicating impacts of regulatory changes and educating other internal teams of such changes.
  • Gains and maintains knowledge regarding state, federal, and international renewable and low carbon fuels programs.
  • Participates in the improvement of existing tools and/or development of new tools and automation for renewable transportation fuels regulatory reporting.
  • Researches and implements processes to ensure conformance with company and government requirements.

Additional Responsibilities

  • Acts as a liaison for auditors (internal audit, external audit, EPA, state, annual RFS attestation, QAP, LCFS) during attest engagements
  • Maintains all records associated with the noted functions
  • Other job duties that may be assigned

Education/Professional Certifications/Licenses

The following is the basic qualification: 

  • B. A. or B.S. in related field (Finance, Accounting, Operations Management, Engineering, or Environmental science)
  • Knowledge of regulatory compliance and reporting related to the production and sales of renewable transportation fuels such as ethanol, biodiesel or renewable diesel

The following is the preferred qualification: 

  • EIT, PE or PG certification

Experience

The following is the basic qualification: 

  • Minimum 3-5 years of relevant RFS/LCFS compliance experience

The following is the preferred qualification: 

  • 5+ years RFS/LCFS compliance experience       

Knowledge/Skills/Abilities (including any physical demands)

The following are all required:

  • Proficiency with MS Office (Word, Excel)
  • Strong verbal, written, analytical, organizational skills.
  • Strong documentation skills.
  • Ability to work independently and propose solutions.

·Ability to prioritize multiple tasks and meet strict daily deadlines.

  • Extremely thorough and detail oriented.

Equipment Used

Typical office equipment: PC, telephone, fax machine.

Working Conditions

Fast paced trading floor environment.  Must meet established daily deadlines.  Extensions of regular working hours are occasionally necessary to complete time-sensitive projects or to respond to emergencies.

Employee Supervision

No supervisory responsibilities.

Decision Making/Accountability

Accountable for accuracy and reliability of data. Accountable for ensuring that all reporting is completed timely. Independently follows up on projects, timelines, records, etc
