Overall Purpose:

 

Key responsibilities is to ensure CAPEX process as per LDC gate process been followed achieving projects within the country from initiation until handover with all procurement formalities (EPC) considering all policies been fulfilled

 

and

 

Ensuring efficiency for our assets through following KPI monitoring and way of improvement by implementing PIP’s, best practices for all departments, training to our teams on any new policies / procedures.

Main accountabilities (Main Responsibilities):

 

To initiate key projects for coming years to enhance asset efficiency from Asset improvement, SHE, Maint and Discretionary, follow process approval from Platform, Engineering review, implementation and handover to project owners and calculating payback together with industry and business development team .

 

Be responsible for the overall procurement activities of the site

  • Manage the sourcing process
    • Supplier analysis: supplier search and prequalification, supplier panel, KYC (“Know Your Customer”)
    • Demand analysis: spend analysis, benchmark
    • Sourcing strategy and risks analysis
    • Tender management, request for quotation process, quotation analysis, TCO approach
    • Negotiation, contract. Together with legal dept.
    • Supplier management, performance evaluation
    • Claim management.
  • Manage the Procure-to-Pay process
    • Monitor; control and update as needed the purchase requisition to purchase order process, good receipt; aligned with Controlling and Finance Dept
    • Conduct administrative tasks
  • Other activities to implement
    • Controls, CAPEX and budget support, define policies and process, KPI, inventory management
    • Manage 20 to 25 mil in annual spend /Total budget of $..... Spend (TPM = $100…..; CAPEX……)
    • Encompasses 145 suppliers.
    • Define, lead and execute sourcing strategy including market analysis, confidentiality agreements, and coordination of cross-functional supplier meetings, RFQ s, cost modeling, and contract development.
    • Responsible for the understanding and approval of pricing, contracts, and expenses.
    • Understand market conditions, feedstocks and cost drivers to effectively negotiate and prepare budgets.
    • Conduct benchmarking on key technologies, platforms, and processes to identify and drive competitive opportunities. Build outside relationships with other suitable companies for future innovation.
    • Formalize relationships with preferred vendors, increase access to supplier innovation pipelines.
    • Developing criteria of evaluation bidders /Contractors and suppliers for retaining the best .
    • Having a Clear process to track the process from Requisition and until Good receipt Notice and how to optimize it.
    • Develop local procurement policy /SOP.
    • Build presentation to share terminal KPI monthly, project updates assisting Terminal manager in his duties.
    • Work with regional procurement manager coordinating projects within the country.
    • Enhance current procurement process by automation instead of being manual.
    • Able to audit OPEX /CAPEX procurement and make sure being fulfilled.
    • Responsible for on-going supplier relationship and performance management of KPI s, including but not limited to: on time, in-full deliveries (OTIF), quality (QMR s), lead-time, cost savings, and innovation. Deliver continuous improvement in regards to service, flexibility, and cost.
      • Analysis and elimination of lead-time constraints (capacity, upstream supply etc.) to deliver aggressive and repeatable purchase lead times.
      • Develop business continuity plans, internally and/or externally, to minimize risk to Revlon s supply chain.

 

The tasks are performed under the instructions and supervision of the plant manager, and aligned with the local, regional and global LDC policies, and with the guidance of the EMEA Procurement Manage and other Departments depending on the necessity (SHE, Finance, Industry,)
